ÖZET
Havacılık, insanoğlu aracılığıyla üretilmiş hava araçlarıyla uçmayı ya da bu uçuşu gerçekleştirebilmek için hava araçlarının tasarımını ve bakımını yapmayı ifade etmektedir. İnsan faktörünün havacılıkta büyük bir öneme sahip olmasın-dan dolayı emniyet kültürünün yaratılması ile emniyetin kabul edilebilir seviyeye getirilerek o seviyede korunmasını sağlamak bir zorunluluk haline gelmiştir. Geliştirilen bu emniyet kültürü sayesinde tekrar eden tehlikeli olay ve kazaları engellemek için tedbirler alınmış olmakla birlikte bu olay ve kazaların tekrar et-memesi için daha önce gerçekleşmiş hadiselerden kazanılmış deneyimlerden yararlanılır. Emniyet kültürü kavramı, kazaların önlenmesinde büyük bir önem taşımaktadır. Emniyet sisteminin içerdiği her bir öğe, emniyetin sürekliliğinin sağlanmasında önemli rol oynamaktadır. Yapılan bu makale çalışmasında emniyet yönetim sistemi ve unsurları, önemi vurgulanarak açıklanmıştır.

ABSTRACT
Aviation refers to flying with aircraft produced by human beings or designing and maintaining aircraft in order to perform the flight. Hence the human factor has a great importance in aviation, it has become a necessity to ensure that safety is maintained at an acceptable level by creating a safety culture. By means of this safety culture that has been developed, measures have been taken to prevent repetitive incidents and accidents, and the experiences gained from previous ones are used to prevent these incidents and accidents from recurring. The concept of safety culture is of capital importance in the prevention of accidents. Each ele-ment of the safety system plays an important role in terms of ensuring the conti-nuity of safety. In this article, the safety management system and its components are explained by emphasizing their importance.

ÖZET
Genel olarak, değer yaratmaya odaklanan şirketler, yeni ürünler gibi yeni kaynaklar yaratmaya daha fazla önem verirken, değer dağıtımına odaklanan şirketler, ko-numsal avantajlarını rakiplerinden koruyarak mevcut kaynakları güçlendirmeye da-ha fazla önem vermektedir. Uygulamada, firmalar araştırma ve geliştirme gibi iç faaliyetler yoluyla yeni kaynaklar yaratabilir ve marka oluşturma yeteneklerine yatırım yaparak ve yeni pazarlara erişerek mevcut kaynakları kullanabilirler. Stratejik ittifaklar bu faaliyetlerde tercih edilen ana yoldur (Mizik ve Jacobson, 2003; Tower vd., 2021). Diğer bir deyişle, örgütler stratejik işbirlikleri ile doğru işleri doğru şekilde yapabilmektedirler. Diğer bir deyişle, örgütler ancak işbirliği yoluyla hem etkinlik hem de üretkenlik sağlayabilir ve değer yaratabilir. İşbirlikleri yoluyla değer yaratmak, ku-rumdaki rutin işler de dahil olmak üzere, büyük küçük tüm faaliyetler için geçerlidir (Frydlinger vd., 2019).
Yönetim, tüm kuruluşların hem etkili hem de verimli olmasını sağlamaya çalışır. Bir örgütün amaçlarına ve ulaşmak istediği çıktılara ulaşmadaki etkinliğinin bir gösterge-sidir. Bu çıktılara ulaşırken kullandığı kaynaklar da verimliliğinin bir göstergesidir. Bir kuruluş, yalnızca kendi kaynaklarını (insan kaynakları dahil) kullanarak tüm hedeflerine etkin ve verimli bir şekilde ulaşamaz çünkü hiçbir kuruluşun bunu yapacak kaynakları yoktur. Firmalar, müşteriler için değer yaratarak ve ardından piyasadan kar şeklinde değer çekerek sürdürülebilir rekabet avantajı elde ederler. Her ikisi de satış büyümesi için gerekli olsa da, firmalar genellikle ya değer yaratmaya ya da değer dağıtmaya odaklanır.

ABSTRACT
Management tries to ensure that all organizations are both effective and efficient. It is an indicator of the effectiveness of an organization in reaching its goals and the out-puts it wants to achieve. The resources he uses while reaching these outputs are also an indicator of his efficiency. An organization cannot achieve all its objectives effectively and efficiently using only its own resources (including human resources) because no organization has the resources to do so. Firms gain sustainable competitive advantage by creating value for customers and then extracting value in the form of profits from the market. While both are essential for sales growth, firms often focus on either cre-ating or allocating value.
In general, companies that focus on value creation place more emphasis on creating new resources such as new products, while companies focused on value allocation place more emphasis on strengthening existing resources by protecting their positional advantages from competitors. In practice, firms can create new resources through in-ternal activities such as research and development and leverage existing resources by investing in brand building capabilities and accessing new markets. Strategic alliances are the main route preferred in these activities (Mizik & Jacobson, 2003; Tower et al, 2021). In other words, organizations are able to do the right things in the right way with their strategic cooperation. In other words, only through cooperation organizations can provide both efficiency and productivity and create value. Creating value through collaborations is valid for all activities, regardless of large or small, including routine work in the organization (Frydlinger et al., 2019).

ÖZET
Suriye’de Arap baharı adı verilen halk hareketi Mart 2011’de başlamış, Suriye iç savaşında yüz binden fazla insan hayatını kaybetmiştir. Yaşanan olaylar sebebiyle birçok insan göç etmek zorunda bırakılmış, birçoğu yaralanıp sakat kalmıştır. Bu iç savaş beraberinde büyük bir kitlesel göç hareketini tetiklemiştir. Türkiye Suriye’nin sınır komşusu olduğu için en fazla göç edilen ülkelerden biri olmuştur. Türkiye’ye göç eden Suriyelilere önce misafir politikası uygulanmış ve daha sonra savaşın uzamasına bağlı olarak bu siyasetten vazgeçilerek ülkeye entegre olmaları için çalışmalar yapılmıştır. Suriyeli nüfusun çoğu genç ve yükseköğretim düzeyinde oldukları için bunların hem topluma hem de göç ettikleri ülkenin eğitim sistemine entegre olmaları için çeşitli politikalar uygulanmıştır. Bu çalışmada, Suriye’den gelen kitlesel nüfusun içinde önemli bir kısmını teşkil eden gençlerin Türk eğitim sistemindeki yeri tartışılacaktır. İlk olarak Suriyeli öğrenciler ve Türk eğitim sistemi genel hatlarıyla an-latılacak olup bu bölümün alt başlığında yükseköğretimde Suriyeli öğrenciler, Yükseköğretim Kurumundan alınan verilerle açıklanmaya çalışılacaktır. Çalışmanın devamında ise yükseköğretimdeki Suriyeli öğrencilerin Türk eğitim sistemine entegre olmaları ve nihayetinde istihdam konusu ele alınacaktır.

ABSTRACT
The popular movement called the Arab spring in Syria started in March 2011, and more than a hundred thousand people lost their lives in the Syrian civil war. Due to the events, many people were forced to emigrate, many of them were injured and crippled. This civil war triggered a massive migration movement. Since Turkey is a border neighbor of Syria, it has been one of the countries with the highest number of immigrants. First, the guest policy was applied to the Syrians who migrated to Turkey, and then, depending on the prolongation of the war, this policy was abandoned and efforts were made to integrate them into the country. Since most of the Syrian population is young and at higher education level, various policies have been implemented to integrate them into the society and the education system of the country they migrated to. In this study, the place of young people, who constitute an important part of the mass population coming from Syria, in the Turkish education system will be discussed. First of all, Syrian students and the Turkish education system will be explained in general terms, and in the subtitle of this section, Syrian students in higher education will be tried to be explained with the data obtained from the Higher Education Institution. In the continuation of the study, the integration of Syrian students in higher education into the Turkish education system and eventually employment will be discussed.

ÖZET
Geçmiş yıllarda meydana gelen afetler ve sonucunda ortaya çıkmış krizler, ileriye dönük bir planlama yapılmasını zorunlu kılmıştır. En küçük bir krizde bile mali açıdan hızlıca etkilenen havacılık sektöründe, uçak filosu ve personel gücündeki kayıp kuruluşları geri dönülemez bir şekilde etkileyebilir. Aynı zamanda fırtına ve deprem gibi doğal afetler meydana geldiğinde, havalimanları genellikle afet bölgesine tıbbi yardım ve kargo ulaşımında bir sığınak görevi görmektedir. Bu yüzden, doğal afetlerden kaynaklı krizin yaratacağı etkilerin planlı ve kabul edilebilir bir şekilde yönetilebilir olması gerekmektedir. Doğal afetler sonucunda meydana gelen güncel olayları incelemekte olan bu araştırmada, Asya bölgesinde önemli bir taşıma kapa-sitesine sahip ‘’Osaka Kansai Uluslararası Havalimanı’’ ve Arap yarımadasında dü-nyanın en yoğun havalimanlarından biri olan ‘’Dubai Uluslararası Havalimanı’’ örneklem olarak analiz edilmiştir. Eylül 2018’de ‘’Jebi tayfunu’’ sebebiyle su altına kalan Osaka Havalimanı ve çeşitli yıllarda aşırı yağış sebebiyle sel afeti yaşayan Dubai havalimanının yaşadığı afet krizi ve bu krizi hangi aşama ve yöntemlerle önlemeye çalıştıkları incelenmiştir. Resmi web sitelerinden elde edilen dokümanlar kullanılmıştır. Dokümanlardan oluşan verilerin analizinde nitel analiz yöntemlerinden doküman analizi kullanılmıştır. Bu araştırmada, doğal afetlerin meydana getirdiği yıkıcı etkiler ve bu etkilere maruz kalan havalimanlarının, nasıl bir kriz ve afet yöne-timi ilişkisine sahip oldukları ortaya konulmuştur. Doğal afetler ve havacılık üzerine yapılacak olan yeni araştırmalar için çalışmanın farkındalık yaratacağı düşünülmektedir.

ABSTRACT
The disasters that occurred in the past years and the resulting crises necessitated a forward-looking planning. In the aviation sector, which is quickly affected financially even in the smallest crisis, the loss of aircraft fleet and personnel strength can irreversi-bly affect the organizations. At the same time, when natural disasters such as storms and earthquakes occur, airports often serve as a shelter for medical aid and cargo transportation to the disaster area. Therefore, the effects of the crisis caused by natural disasters should be managed in a planned and acceptable way. In this study, which examines current events as a result of natural disasters, "Osaka Kansai International Airport", which has a significant carrying capacity in the Asian region, and "Dubai In-ternational Airport", which is one of the busiest airports in the Arabian peninsula, were analyzed as a sample. The disaster crisis experienced by the Osaka Airport, which was flooded due to the "Jebi typhoon" in September 2018, and the Dubai airport, which experienced a flood due to heavy rainfall in various years, and the stages and methods they tried to prevent this crisis were examined. Documents obtained from official web-sites were used. Document analysis, one of the qualitative analysis methods, was used in the analysis of the data consisting of documents. In this research, the devastating effects of natural disasters and the relationship between airports and disaster man-agement are revealed. It is thought that the study will create awareness for new re-searches on natural disasters and aviation.

ÖZET
Göç insanlığın ortaya çıkışından beri var olan bir olgudur. Sosyal bilimlerde disiplinler arası ortak çalışma alanı olarak göç olgusu, günümüzde birçok farklı şekilde karşımıza çıkmaktadır. Çeşitlilik arz etmesi sebebiyle göç alan ülke ve toplumların kamu düzenini ve toplumsal yapısını etkilemekte-dir. Sosyoloji ve tarih bilimlerinin ortak olarak üzerinde çalışmış olduğu göç konusu, günümüzde devletler veya devlete bağlı kuruluşların ilgi odağı olarak kamu politikalarının şekillenmesinde önemli bir mevzu haline gelmiştir. Ülkeler ve toplumlar, göç yüküyle beraber göçün yönetimi hu-susunda tecrübe kazanmışlardır. Kamu düzeni ve sosyal ve ekonomik istikrarın devamı bakımından göç, ülkelerin sosyoekonomik olarak bu durumu lehine çevirebilmeleri için önemli bir fırsat olarak kabul edilebilir. Günümüzün karakteristik özelliklerinin çeşitlilik göstermesi göç ve göçün çeşitler-ine de sirayet etmiştir. 21. Yüzyıl göç olgusu bu yönüyle çeşitli şekillerde karşımıza çıkmaktadır. Dolayısıyla göç olgusu üzerine çalışan Sosyal bilimler yeni dönemin göç olgusunu iyi analiz edip göç kuramları da buna göre şekillendirmelidir. Bu çalışmada göçün kavramsal çerçevesi ve kuram-larının ortaya çıkması ve bu kuramların zamanla gösterdiği artış ile ilgili bilgi verilip sonraki çalışmalara katkı sağlanması amaçlanmıştır. Yanı sıra günümüz göç hareketlerinin daha iyi anlaşıl-ması ve üzerinde değerlendirme yapılması açısından bu çalışma önem arz etmektedir.

ABSTRACT
Migration is a phenomenon that has existed since the emergence of humanity.The phenomenon of migration, as an interdisciplinary collaborative field in social sciences, appears in many different forms today. Due to its diversity, it affects the public order and social structure of the countries and societies receiving immigration. The issue of migration, which sociology and historical sciences have worked on jointly, has become an important issue in shaping public policies as the focus of attention of states or state-affiliated institutions. Countries and societies have gained experience in the management of migration with the burden of migration. In terms of public order and the con-tinuation of social and economic stability, migration can be considered as an important opportunity for countries to turn this situation in their favor socioeconomically. The diversity of today's charac-teristic features has also spread to the types of migration and migration. The phenomenon of migra-tion in the 21st century appears in various forms in this respect. Therefore, social sciences working on the phenomenon of migration should analyze the migration phenomenon of the new era well and shape migration theories accordingly. In this study, it is aimed to provide information about the emergence of the conceptual framework and theories of migration and the increase in these theories over time, and to contribute to subsequent studies. In addition, this study is important in terms of better understanding and evaluation of today's migration movements.

ÖZET
Bu noktadan hareketle hazırlanan araştırmanın amacı politik çerçevenin tanımlanması ve hangi tür araçlar ile seçmen kararını parti lehine çevirme ve ka-zanma yollarının ortaya koyulmasıdır. Araştırmada 1982-1996 yılları arasında doğan, 394 kişilik katılımcı grubuna araştırmacı tarafından geliştirilen Seçmen Karar Sürecine Etki Eden Faktörleri Ölçeği kullanılmıştır. Anket uygulaması ile örneklem kitleden elde edilen veriler SPSS 22.00 (Sosyal Bilimler için İstatistik Paketi) paket pro-gramıyla analiz edilmiştir. Analizde güvenilirlik, faktör, her bir faktöre yüklenen değişkenlerin ortalaması, tek örneklem testi, t-test ve ANOVA yapılmıştır.
From this point of view, the research aims to define the political framework and reveal how to turn the voter’s decision in favor of the party and win. The Scale of Factors Affecting the Voter Decision Process, developed by the researcher for 394 participants born between 1982-1996, was used in the study. The data obtained from the sample population with the questionnaire application were analyzed with the SPSS 22.00 (Sta-tistics Package for Social Sciences) package program. In the analysis, reliability, factor, average of the variables loaded on each factor, single sample test, t-test, and ANOVA were performed.
Demokratik yönetim ve devlet yaşam tarzının ayrılmaz unsuru olan siyasal partilerin programlarının seçimler öncesi hedef seçmen kitlesine belli strateji ve politikalarla an-latımı ve desteğinin alınması giderek önem kazanmaktadır. Kitle partilerinin genelde kemikleşmiş ideolojik seçmen kitlesi dışında kararsız ve partilerin seçim öncesi uygu-ladığı seçim propagandası ve çevresel faktörlerin (ekonomik, milli vb.) etkisi ile oy verecek olan seçmen kitlesinin oyunu kazanma aşamasında politik pazarlama araç ve stratejileri belirleyici olmaktadır. Dışa açılmış ve çevresel etkilerin giderek arttığı seksenli yıllar ve sonrasında Türkiye’de de siyasi partiler kamuoyu araştırmaları ile seçmen özellikleri ve grupları ile ilgili anketler ile güçlü ve eksik taraflarının tespiti ve uygulanacak seçmen davranışlarını yönlendirebilecek etkileyici propaganda araçları ile desteklenmiş bir seçim stratejisi ile başarıya ulaşma konusunda uzman şirketler ile çalışmaya başlamışlardır. Bu başarının seçim sonrası da bir sonraki seçimlerde kitlenin konsolide edilerek güçlü bir şekilde desteğinin alınması içinde devamı gerek-mektedir. Seçmenin öncelik ve ağırlıkları değişeceğinden bu tür araştırma ve uygula-maların düzenlilik arz etmesi başarının lider dışındaki en önemli aracıdır.

ABSTRACT
It is becoming gradually important to express and get the support of target voters with party programs before elections for the political parties, which are integral elements of democratic governance and public life. Parties often entrenched ideological voters ex-cept unstable and electioneering applied before the election of the party and environ-mental factors (economic, national, etc. ), political marketing tools, and strategies in the process of winning the game of voters who will vote with the effect are decisive. After the 80s, when environmental effects gradually increased, political parties started to conduct surveys about voter features and groups. In this survey, political parties are studied with specialized companies, and it is aimed to investigate the strong and weak sides of party programs. This success should be carried on after the election to get the support of voters by consolidation. Since the priorities and trends are changing, I be-lieve that the continuity of this kind of study and practices are the most important tools for success except for the leader.

ÖZET
Örgütsel atalet, örgütlerin değişime adaptasyon konusundaki içsel dirençleri olarak tanımlanır ve bu, onların değişen koşullara çevik bir yanıt verme kapasitelerini sınır-lar. Ataleti tetikleyen faktörlerin tanınmaması, örgütü pazarın dinamik zorluklarına karşı donanımsız bırakabilir. Yerleşik rutinlere sıkı sıkıya bağlılık ve değişime direnç gösterme, örgütleri daha esnek rakiplerinin gerisinde bırakabilir. Bu olumsuz sonuçları dikkate alarak, örgütsel atalete katkıda bulunan faktörlerin detaylı bir şekilde araştırılması gerekmektedir. Bu çalışma, iş yerinde dışlanma ve zaman tuzaklarının örgütsel atalet üzerindeki etkisini incelemiştir. Çalışma, 268 tekstil sektörü çalışanını kapsamaktadır. Araştırma sonuçlarına göre, iş yerinde dışlanma ve zaman tuzak-larının örgütsel atalet üzerinde pozitif bir etkisi bulunmaktadır. Zaman tuzaklarının etkisi, iş yerinde dışlanma etkisinden daha belirgindir.

ABSTRACT
Organizational inertia is described as the internal resistance that organizations face when trying to adapt to change, which curtails their ability to nimbly respond to evolving conditions. Overlooking the factors that drive this inertia can render an or-ganization ill-equipped to tackle the dynamic challenges of the marketplace. Clinging to entrenched routines and resisting alterations can place organizations at a disad-vantage compared to their more adaptable competitors. Recognizing these implica-tions, it becomes imperative to deeply study the variables that fuel organizational iner-tia. This research delves into the influence of workplace exclusion and time traps on organizational inertia, surveying 268 employees from the textile manufacturing sector. The findings indicate that both workplace ostracism and time traps positively impact organizational inertia, with the effect of time traps being notably more pronounced.
